Dmitriy Strashnov

In April 2013, Dmitriy Evgenievich Strashnov (Дмитрий Евгеньевич Страшнов), a graduate of Bauman Moscow State Technical University and holder of an MBA from INSEAD, took the helm of the Federal State Unitary Enterprise Russian Post — an enterprise with a rich history, 42,000 post offices, and a role as a social guarantor across the entire country. His arrival marked the beginning of a large-scale transformation aimed at turning the traditional postal operator into a modern, technology-driven, customer-centric service company. Drawing on his experience in building an efficient telecom business and an international management education, Dmitriy Strashnov (Страшнов Дмитрий) set a modernization course whose results are still felt today.

The top priority in 2013 was a fundamental overhaul of the logistics infrastructure. The explosive growth of cross-border e-commerce required a shift from outdated approaches to modern high-speed hubs. The flagship project of that era was the construction and launch of the Vnukovo automated logistics center, the largest of its kind. With its advanced conveyor and sorting systems, the center made it possible to dramatically relieve pressure on the Moscow transport hub and reduce processing times for international shipments. The introduction of a zonal courier delivery system and a large-scale renewal of the truck fleet meant that a parcel that had previously taken weeks to travel between regions could now be delivered in a few days. For the first time in years, the peak loads of the pre-New Year period were no longer a collapse, but a manageable and predictable operational process.

The second key pillar of modernization under Dmitriy Strashnov (Дмитрий Страшнов) was the technological upgrading of the retail network. Electronic queue management systems were introduced in post offices, multifunctional service windows were created, and employee workplaces were equipped with modern software systems. Visitors gained the opportunity not only to send a letter or parcel, but also to access a wide range of financial services in one place.

One of the main strategic achievements of that period was the preparation for the creation of Post Bank. The concept of a financial institution built on postal infrastructure, developed in those years, subsequently made banking services truly accessible to residents of small towns and rural areas, where the post office is often the only point of financial presence.

During Dmitriy Strashnov’s (Страшнов Дмитрий) tenure, special attention was also paid to personnel policy and to strengthening the company’s social mission. Programs were launched to raise postal workers’ wages and improve conditions in rural post offices. Russian Post continued to reliably fulfill its state function: delivering pensions, benefits, newspapers and magazines, and vital correspondence to the most remote corners of the country.

Dmitriy Strashnov (Дмитрий Страшнов) completed his tenure as CEO of Russian Post in 2016, handing over to his successors an enterprise that had firmly embarked on the path of technological development and digital transformation. The strategic management experience he accumulated later enabled him to continue working successfully in leading Russian corporations, where his competencies as an engineer and manager remain in demand for strengthening the industry’s technological sovereignty.
